LawAtlas.org is the flagship policy surveillance website of the Center for Public Health Law Research (CPHLR) at Temple University’s Beasley School of Law.
Datasets on LawAtlas.org use policy surveillance to capture the characteristics of laws and policies of public health significance.
The site also hosts a comprehensive Learning Library that teaches policy surveillance research methods developed by CPHLR. The Library contains series of self-guided training modules, and details about monthly training webinars, and our Summer Institute hosted annually in June.
Funded by the Robert Wood Johnson Foundation as part of the CPHLR Policy Surveillance Program, this site supports work to increase the use of policy surveillance and legal mapping as tools for improving the nation’s health.
LawAtlas.org includes datasets produced through funding from the US Centers for Disease Control and Prevention, the World Health Organization, Pew Charitable Trusts, the Arnold Foundation, Trust for America’s Health, the Hopewell Fund, National League of Cities and others. Data on LawAtlas.org are used by researchers, policymakers, advocates and others, and have been cited by media and in scholarly work more than 100 times since 2014.
LawAtlas.org is powered by MonQcle, a one-stop-shop legal research software now developed by CPHLR to navigate and organize complex legal text to produce legal data that may be used in research and practice.

Based at the Temple University Beasley School of Law, the Center for Public Health Law Research supports the widespread adoption of scientific tools and methods for mapping and evaluating the impact of law on health.
It works by developing and teaching public health law research and legal epidemiology methods (including legal mapping and policy surveillance); researching laws and policies that improve health, increase access to care, and create or remove barriers to health (e.g., laws or policies that create or remove inequity); and communicating and disseminating evidence to facilitate innovation. The Center celebrated its 10th anniversary in 2019.
